Xia Linmao, Secretary of the CPC Dongcheng District Committee, said that Dongcheng District adheres to "open door planning" and combines top-down and bottom-up efforts, and has organized the preparation of the three-year action plan for the implementation of the regulatory detailed planning of the capital's functional core area. Specific implementation tasks have been formulated by combing the key areas, important special projects, supporting policy mechanisms and relevant planning The key projects for the protection and renewal of the district have formed the "timetable", "road map" and "task book" for Dongcheng District to implement the control plan of the core area in the past three years.
The capital functional core area (hereinafter referred to as the core area) includes two administrative regions, the Eastern District and the Western District, with a total area of 92.5 square kilometers. There are 76 articles in five chapters in the regulatory plan for the core area, which are the basic basis and specific requirements for the development, construction and management of the capital's functional core area.
Xia Linmao said that the first is to do a good job in "four services". The core area control plan is to create a safe and good administrative environment. Dongcheng District will always put the "political center service guarantee" in the first place, firmly establish the "red wall consciousness", improve the "four services" mechanism and the normal service guarantee mechanism for major activities, strictly implement the "double control" and "four reductions", release the resources released, give priority to the central government functions, and continue to promote the environmental improvement and space control around Tiananmen Chang'an Street, and spare no effort to create Safe and good administrative environment. Dongcheng District will promote the modernization of urban governance system and governance capacity with the implementation of the core area control plan. The third is to promote the renewal of blocks in an orderly manner. Dongcheng District will improve the block renewal work system, and establish a district level overall planning, street main body, department cooperation, professional support, and extensive participation of the public. According to the arrangement, eight key blocks and 15 pilot blocks have been determined in Dongcheng District this year, along the central axis, around the Forbidden City and along Chongyong street, so as to comprehensively promote the renewal of this year's blocks. At the same time, in combination with the preparation of the "14th five year plan" and the short-term goal of "Dongcheng District block renewal implementation opinions", the whole process of urban planning, urban construction and urban management is integrated, and the tasks of block renewal are comprehensively sorted out, and a dynamic project library covering the whole district by 2022 is established.
